As he announced on Friday, the Head of State set up a new government on Saturday. A government led by Amadou Ba and in which there are new entries, returnees, but also renewed confidence in some ministers who have been reappointed.

 

The appointment of a new government is always punctuated by entries and exits with the taking into account of the quota of allies, those who are sanctioned or rewarded. The government, set up last Saturday led by Amadou Ba, has not departed from this rule. After the negotiations that lasted several hours, it was necessary to set up a government with new heads and also returns for some. The return of Ismaila Madior Fall to the department of Justice is thus noted. A department that the professor of Constitutional Law already held between September 2017 and May 2019, before being Minister of State to the President of the Republic. Another return, that of Aly Ngouille Ndiaye as Minister of Agriculture, Rural Equipment and Food Sovereignty is noted. Several times minister in the regime of President Macky Sall, AlyNgouille Ndiaye was replaced by Antoine Diome in 2019, at the head of the Ministry of the Interior. Like the first two, Mame Mbaye Niang signed his return as Minister of Tourism.

In addition to these returns, the government is also marked by the arrival of new people. Oulimata Sarr is appointed Minister of Economy, Planning and Cooperation. Director of UN Women until her appointment, she replaces Amadou Hott, who left the government. On this list of novices, there is FatouDiané, appointed Minister of Women, Family and Child Protection, replacing Saly Diop Dieng. After the Fongip and the board of Blaise Diagne International Airport, Doudou Ka continues his progress. He is the Minister of Air Transport and Airport Infrastructural Development in the new government. A position previously held by Alioune Sarr, who ceded his place in the government to another member of the AFP party. Pape Sagna Mbaye was thus chosen to head the Ministry of Fisheries and Maritime Economy. Until now Director General, National Coordinator of Prodac, Pape Malick Ndourinherits the Ministry of Youth, Entrepreneurship and Employment and thus replaces Néné Fatoumata Tall. Known as a minister in the regime of President Wade, Aliou Sow, an ally of Pape Diop during the last Legislative Elections, entered the government of Macky Sall as Minister of Culture and Historical Heritage. On the list of the « new » are Moussa BocarThiam, Minister of Communication, Telecommunications and the Digital Economy, Gallo Ba, Minister of the Civil Service and the Transformation of the Informal Sector, Anette Seck, Minister Delegate to the Minister of Foreign Affairs and Senegalese Abroad, is in charge of Senegalese Abroad, Mamadou Saliou Sow, Minister Delegate to the Attorney General and Minister of Justice, in charge of Good Governance and the Promotion of Human Rights, Birame Faye, Minister Delegate to the Minister of the Interior, is in charge of Local Security and Civil Protection, Issakha Diop, Minister Delegate attached to the Minister of Water and Sanitation, is in charge of Flood Prevention and Management.

Alongside the new entries and returnees, there are those who have managed to maintain their positions. This is the case of Sidiki Kaba, Minister of Armed Forces, Aïssata Tall Sall, Minister of Foreign Affairs and Senegalese Abroad, Antoine Félix Diome, Minister of the Interior, Amadou Mansour Faye, Minister of Infrastructure, Land Transport and Mobility, Cheikh Oumar Anne, who is leaving Higher Education for National Education, Moussa Baldé, previously Minister of Agriculture, who becomes Minister of Higher Education, Research and Innovation, Mariama Sarr holds the position of Minister of Vocational Training, Apprenticeship and Integration after several years at the head of the Public Service Department. Serigne Mbaye Thiam and Marie Khémesse Ngom Ndiaye, respectively Minister of Water and Sanitation and Minister of Health and Social Action, retain their positions. This is also the case for Oumar Sarr, Minister of Mines and Geology, and Sophie Gladima, Minister of Petroleum and Energy. The same applies to Samba Sy, Minister of Labour, Social Dialogue and Relations with Institutions, Abdoulaye Saydou Sow, Minister of Urban Planning, Housing and Public Hygiene, Moustapha Diop, Minister of Industrial Development and Small and Medium-sized industries, Samba NdiobèneKa, Minister of Community Development, National Solidarity and Social and Territorial Equity, Aly Saleh Diop, Minister of Livestock and Animal Production. Alioune Ndoye, who headed the Department of Fisheries and Maritime Economy, is moving to the Ministry of Environment, Sustainable Development and Ecological Transition, where he replaces AbdouKarim Sall. Victorine Ndèye, secretary of State to the Minister of Urban Planning, Housing and Public Hygiene, in charge of Housing in the previous government, was appointed Minister of Microfinance and the Social and Solidarity Economy;she replaces Zahra Iyane Thiam in this position. Mamadou Talla left the Ministry of National Education for that of Local Authorities, Planning and Territorial Development. Perhaps the biggest surprise is the replacement of Matar Ba, Minister of Sports, by Yankhoba Diatara. The mayor of Fatick was not reappointed.

The allies keep their quota

In the composition of the new government, the parties allied to the Bby Coalition have retained their quota. For the PS, it is noted that Serigne Mbaye Thiam and Alioune Ndoye were reappointed. On the side of the AFP, if Alioune Sarr is no longer a minister, there is the entry of Pape Sagna Mbaye. For the PIT, Samba Sy is still at the head of the Ministry of Labour. On the side of Rewmi, Yankhoba Diattara changes department but remains minister. After the decision of Pape Diop, to rally the presidential camp following the legislative elections, thus allowing Bby to have the majority with 83 seats against 80 for the YewwiWallu Inter-coalition, the compensation was expected. As such, the entry into the new government, of Aliou Sow, ally of the leader of Bokk Gis Gis during the last legislative elections, as Minister of Culture and HistoricalHeritage is noted. By
